Before World War II, a showgirl in a horse-diving act on the Steel Pier in Atlantic City uses a feigned romance to lure a naive young man into her German spy ring. Ruby was raised in a Hitler youth camp. RC is a drifter on the road with his family of down-and-out musicians. Ruby's spy ring delivers booze to U-boat crews near America's coast to maintain morale among homesick sailors. Ruby scouts the coast for the German General Staff for the purpose of planning an invasion of America. Ruby lures the lonely RC into her web of spies by involving him in petty crimes that lead to major crimes including murder, bank fraud, and an aviation tragedy of epic proportions.
