This book presents tools and scientific metrics to assess democratic performance of Nations. It stems from foundational theories of political science, findings from academic institutions combined with real-life experience of the author as a seasoned democracy promoter. The complexity of the political process in Haiti and extensive international cooperation posit Haiti as a great example of shortcomings and potential of democracy promotion.



John Miller Beauvoir is a Senior Governance and Democratic Development Specialist with extensive experience in the Americas. He recently worked as researcher on International Development for a projected funded by George Mason University (USA). He started his career as a Democracy Practitioner at the National Democratic Institute for International Affairs (NDI) where he designed projects to build capacity of political leaders and civil society in Haiti for 5 years. He managed several projects at the International Centre for Human Rights and Democratic Development in Canada to enhance space for civil society organizations and fight political repressions in Latin America. John served as Senior Governance Advisor at the United States Agency for International Development (USAID) where he managed projects aiming at strengthening capacity of civil society and local governments in Haiti. A vibrant civil society requires strong internal structures and an enabling legal environment to accomplish its mission. He worked with a network of civil society organizations in Haiti to bolster their organizational capacity and their autonomy. As a political analyst, he worked with a Network of 35 Parliaments in the Americas called ParlAmericas as their support civil society to advocate for greater transparency and more effective governance. He also served as a Consultant for several institutions, including the International Crisis Group (ICG), the Norwegian Centre for Conflict Resolution (NOREF). John wrote a book entitled ‘Pathway Towards the Future’, a road map for youth political participation. His outstanding efforts to promote youth political participation had been recognized by the International Youth Foundation (IYF) that granted him the YouthActionNet award in 2007. His second book on democracy promotion and implementation will be published very soon. John holds a Master in Political Science from UQAM (Canada). His issue areas are: International Development, Civil Society, Democratization, International Aid, Post-conflict resolution.
